Children & Young People's Plan 2009-12The plan identifies what organisations are individually, or collectively, going to do to deliver services to improve outcomes for the most vulnerable, and how they are going to do it. The focus is on areas most in need of improvement, where better joint working will really make a difference for children and young people. This is a three year Plan for 2009-12 and it was launched in April 2009 and approved by the former Gloucestershire Children and Young People's Strategic Partnership, Gloucestershire County Council's Cabinet and its Full Council. The 2009-12 Plan replaces Gloucestershire's first Children and Young People's Plan (CYPP), which ran from 2006-09. Every year, the Plan is reviewed to make sure it remains current and meets any new challenges. The 2009-12 Plan and its 2011-12 refresh were developed by the partnership now known as Gloucestershire Children's Partnership (formerly CYPSP). The current and emerging budget position of all partners means that there are fewer resources with which to deliver the current CYPP. These resources will thus be focused, in line with national priorities, on those children and young people who most need support. The priorities, as agreed at the outset of the Plan in 2009, remain the four groups of the most vulnerable children and young people:
Partnership activity, expressed on four 'Action Cards', will provide targeted support for children and young people in these priority groups. The key underlying elements that support the delivery of all these priorities are detailed in a separate Enabler Action Card. Thematic activity, some of which was previously expressed on separate cards, is now directly linked to those groups of the most vulnerable CYP. The focus of our targeted support will be on keeping children and young people healthy and safe, making sure that they are ready and able to learn and addressing the barriers caused by ethnicity or by having English as a second or additional language. These themes provide the shape for the actions identified for the priority groups and offer the opportunity to impact on these fundamental strands in children and young people's lives. Support and improvement activity in the plan will be provided through more integrated and local intervention to fit response to need, for example through the Localities programme. Locality commissioning and decommissioning will be informed by local needs analysis and feedback from children and young people. Families will have more opportunity to 'have a say' in the support they receive and to purchase additional services should they choose, through for example, personalised budgets.
