GHES Management Committee (Governance)

Gloucestershire Hospital Education Service (GHES) is a registered Pupil Referral Unit (PRU) commissioned by Gloucestershire County Council (GCC) and is a GCC Service.

PRUs have Management Committees rather than governors though the governance function is very similar.

Management committee members hold an important public office and their identity should be known to their own organisation and to wider communities.

In the interest of transparency it is a requirement for schools to publish up-to-date governance information and arrangements online.

The Department for Education's (DfE's) statutory guidance on alternative provision explains that local authorities (LAs) are required to establish management committees to run pupil referral units (PRUs) in their area.

It says that a PRU's management committee must: " have a strategic role setting out and monitoring the aims and objectives of the unit to ensure children are safe, have their needs met and receive a good standard of education. "

Management committees also have responsibility for all decisions related to the recruitment, management, appraisal, budgets, suspension and dismissal of staff.

Therefore the three key areas of the GHES Management Committee are to provide a strategic view, to act as a critical friend and to ensure accountability.

Section B: Structure of the GHES Management Committee:

The GHES management committee has an Instrument of Government which sets out its constitution.

GHES Management Committee has 11 members:

  • 2 parent members
  • 2 staff members (including the Head)
  • 1 local authority member
  • 6 community members

 

The term of office is 2 years for staff and parent members and 4 years for the other member positions. The Head of Service automatically remains a member. Members of the Management Committee have areas of expertise which reflect the areas they monitor and support within the Service. Each academic year members of the management committee have designated areas from the GHES School Improvement Plan to monitor and support. Formal scrutiny meeting forms are completed by the management committee members for the area they are monitoring and these forms are shared and evaluated at whole service management committee meetings providing support and challenge to the Service.
