Abnormal Loads

Information about abnormal loads on the road.

The movement of large or heavy loads (abnormal loads) on the road is covered by the Road Vehicles (Authorisation of Special Types) (General) Order, 2003, and Regulation 81/82 of The Road Vehicles (Construction and Use) Regulations 1986.

We get about 200 notifications every month from hauliers who want to move abnormal loads.


When to notify

The law requires the haulier to give a minimum of two clear days notice to the Police, Highway Authority and Bridge owners before moving the load. In an emergency Gloucestershire County Council will accept a lesser period provided it is checked by telephone first and then faxed or e-mailed after.

What is an Abnormal Load?

The Construction and Use (C&U) Regulations provide the basic law by which normal motor vehicles and trailers (up to a maximum of 40 tonnes) are built and operate on the road.The movement of large or heavy loads and cranes that exceed dimensions set down in the C&U Regulations is permitted provided they comply with Special Types General Orders (STGO).
These are generally referred to as Abnormal Loads.

Where and when can they be moved?

An abnormal load can potentially go on any road provided the haulier complies with the law including weight limits. Some roads are more suitable and more extensively used e.g. Motorways and A Class Roads.
Before a haulier can move an abnormal load he must notify all relevant parties. In addition, if the gross weight or axle weights exceed those specified on the C&U regulations he must indemnify the Highway Authority and all bridge owners along the proposed route. (e.g. Network Rail, British Waterways etc).
