There are four main areas in the Joint Commissioning Team covering:                                                                                          

  1. Targeted Youth Support- Francis Gobey - Lead Commissioner
  2. Aiming High for Disabled Children - Alison Cathles - Commissioning Project Manager
  3. NHS Gloucestershire - Commissioning Team for Children, Young People and Maternity
  4. Complex Needs and Individual Commissioning Services Team - Tracy Brooks - Acting Team Manager

What we do and why

Our aim is to improve the lives of children and young people in Gloucestershire.  Our role is to identify need within the community and meet those needs by planning effectively and specifying what services are needed, known as commissioning.

Effective planning and commissioning of services to meet identified needs is at the heart of Every Child Matters, with the aim of improving outcomes for children and young people.

Commissioning is a cycle of analysing, planning, doing and reviewing.  This cycle happens at different levels:

  • Countywide
  • District/area
  • Locality/neighbourhood
  • Individual

Within this cycle the Commissioning Team has 3 main functions:

  • Information and data collection, analysis and research
  • Strategic planning and performance management, monitoring and review
  • Market development and management, procurement, purchasing and contracting.

Joint Commissioning Team mission:

The Joint Commissioning Team works individually and collectively in order to:

Help every child and young person in Gloucestershire thrive and reach their full potential.

We do this by:

Leading and facilitating, at a strategic level:

  • Assessment of need;
  • Planning;
  • Development of priorities;
  • Procurement and contracting of services;
  • Monitoring & review;
  • Performance management;

Ensuring that our commissioning is:

  • Child and family-centred;
  • Focused on needs and outcomes;
  • Evidence-based; and
  • Cost effective;

Working in ways which are:

  • Smart;
  • Innovative; and
  • Challenging;
