Competition for a new school at Coopers Edge


Background

With the development of 1900 homes in the Coopers Edge area of Gloucestershire in the next six to eight years, there is a need for a new primary school. A school site has been reserved within the development boundary. The council has also received contributions from the developers to fund the building of a new primary school for up to 420 boys and girls and up to a 75 place pre-school.

Gloucestershire County Council (GCC) launched a formal consultation period to consult with stakeholders including local residents, schools and businesses in September 2008. The overall response was in favour of a new Primary School on the Coopers Edge development. The consultation report can be accessed via the link at the bottom of the page.

Based upon this consultation feedback, a decision was taken by Cabinet in February 2009 to publish a notice to ask for potential providers of the school to submit a proposal through a new school competition. The notice was published on 24 April 2009, completing on 28 August 2009. We received 2 bids, one from the Coopers Edge School Parent Community Group (CESPCG) with the Robinswood Trust, and one from "FACE", the governors and Head Teacher of Abbeymead School with the Friends of Abbeymead and Coopers Edge parent support group.

Following the publication of a statutory notice on 18thSeptember 2009, a six week representation period and an interview process, a decision was taken by Lead Cabinet Member on the 15th December in favour of CESPCG and the Robinswood Trust. A new Trust primary school will open on the Coopers Edge estate in September 2011.

What happens next?

As part of the Lead Cabinet Member paper in December, it was decided to move the implementation of the new school forward to September 2011 from September 2012 to meet forecast demand in the area.

A contractor was appointed in January 2010 (EG Carters) and a consultant (Roberts Limbrick).

The CESPCG and The Robinswood Trust group and the Local Authority are meeting regularly to guide the opening of the new school.
