Children & Young People's Plan 2009-12
This Plan identifies what organisations are collectively going to do over the next three years to address the issues that matter most to children, young people and their families, and how they are going to do it.
This strategic plan enables all organisations to work together to address the issues that matter most to children, young people and their families. The focus is on areas most in need of improvement, where better joint working will really make a difference for children and young people.
Update April 2010: Gloucestershire's Children and Young People's Plan (CYPP) for 2009-12 was launched in April 2009. Every year the CYPSP reviews the Plan to make sure it stays current and is able to meet any new challenges. The key changes are:
- Part One – although this stays the same, as it sets out the objectives and key priorities for the whole three years of the Plan, it has been refreshed. This reflects new legal requirements and guidance on Children's Trusts, and highlights areas of targeted focus for next year.
- Part Two, the Action Cards, have been updated. There is a Card for each Plan priority, plus this year there's an additional card bringing together the partnership's shared responsibility for improving the lives of Children in Care (CIC) and care leavers, as set out in the Plan.
The 2009-12 Plan and its 2010/ 11 review were developed by Gloucestershire Children and Young People's Strategic Partnership, a partnership of the key organisations providing children and young people's services across the county (see About the CYPSP). It was approved by Gloucestershire Children and Young People's Strategic Partnership Board, Gloucestershire County Council's Cabinet and full Council. It replaces Gloucestershire's first CYPP, which ran from 2006 -09.
The plan has two parts:
- part one sets out our vision, strategic objectives and priorities over the next three years;
- part two contains Priority Action Cards, which are reviewed each year. Each Action Card is supported by more detailed plans within the relevant organisations. You can see the Action Cards under the downloads section, below.
The priorities set out in the Plan support two key objectives: - to support our universal services, for example, schools, to prevent problems from developing or getting worse;
- to ensure that services are able to intervene early, in a sustained way, when extra help is needed.

You can also download the Action Cards and the supporting enabler card individually. How were the priorities identified? The CYPSP discussed and agreed the 8 priorities set out in the draft Plan, based on the Children and Young People's Needs Analysis 2008, and feedback during extensive consultation. The Plan also incorporates the recommendations and actions from Gloucestershire's 2007 Joint Area Review (JAR), which inspected all the key organisations and agencies providing services for children and young people across the county. The priorities set out in the Plan have been discussed with, and informed by, children, young people and professionals working with children and families, as those that are critical for us to deliver.
Children and young people were consulted through: the Online Pupil Survey; Home Education Family Events; 5 – 8 year old consultation activities through twelve schools; 16-19 year old consultation activity pack, used by youth workers and the 'Get Snappy' photograph competition for all children and young people aged up to 19. Young people's opinions were also gathered as the plan was written, for example, through the Young Reporters. Parents and carers were consulted through: children centres; The Key - a customised information service for families with a disabled child; Carers Gloucestershire - an independent, carer-led charity; at events for children and young people who are educated from home; through Parent Governors. Professionals and partners, including the Voluntary and Community Sector have been consulted through: a series of seven stakeholder events held across the county; the Children and Young People's Strategic Partnership; the Children and Young People's Plan Champions Group (including NHS Gloucestershire, Governors' Association, District Councils and the Voluntary and Community Sector); meetings with stakeholders, for example, the District Network Group and Voluntary and Community Sector CYP Strategy Group, the Primary Care Trust (PCT) Board, and the Change Programme Board; Thank you to everyone who gave feedback on and contributed to the Plan. A group of young people from the Action for Children Participation Project have produced a version of this Plan for children and young people. The doubled-sided poster has one side for younger children and one side for young people, and folds down into a handy booklet.
