Pay and display schemes
We are introducing new areas of on street pay and display in Cheltenham town centre from September 2010 This page gives further information on what we are doing and why, and answers some frequently asked questions.

Q: Where will I now have to pay to park on street?
A: We are replacing time restricted waiting spaces (currently 8am-6pm Mon-Sat) with pay and display parking (8am-8pm Mon-Sun) in Jessop Avenue, Crescent Place/Terrace, Wellington Street/Oriel Road, Bath Road, St James Street and Winchcombe Street.
Most of these streets are close to town centre car parks where parking charges have been in place for many years.
Changing from limited waiting parking to pay and display will improve turnover of spaces outside shops, making it easier for people to find a parking place.
These streets currently experience high parking pressures, being close to the town centre and use of local businesses and shops. Pay and display is the best method to manage demand whilst maintaining continued access to parking.

Q: How much are you planning on charging?
A: In Jessop Avenue we plan to charge £1.60 per hour, with a maximum stay of all day. In all the other streets we plan to charge £1.60 for a one hour stay and £2.80 for a two hour stay, with a maximum stay of 2 hours.

Q: What hours will the pay and display operate?
A: We propose to run the pay and display in conjunction with the surrounding off-street parking, which operates form 8am-8pm seven days a week including bank holidays.

Q: Why are you introducing new pay and display parking here?
A: The new schemes are being introduced to increase the turnover of spaces and deter drivers from blocking spaces outside people's homes.
Parking is scarce and highly contested so we need to balance the competing needs and demands of businesses, shoppers and residents whilst reducing congestion.
Pay and display will prevent people abusing the parking system and ensure turnover of spaces for all who need them.

Q: I thought these plans had been deferred?
A: The pay and display plans were deferred in February this year so the council could review public feedback and for further consultation with local members to be carried out.
Since then we have been working with Cheltenham Borough Council to address issues raised.
We have surveyed residents about parking pressures as part of an ongoing project to improve parking in residential areas, starting with an area to the east of the town centre.
A Parking Board has been set up to provide advice on parking issues and we have taken steps to tackle blue badge misuse on street and agreed to improve facilities for blue badge holders in car parks.

Q: What happens with the money I pay to park?
A: All money from on street parking will be ploughed straight back into highways, transport and parking services.

Q: How will Blue Badge holders be affected?
A: Blue badge holders will be exempt from payment for the pay and display scheme. When parking in a pay & display bay the blue badge holder will be required to display their badge and clock, indicating a time of arrival for a maximum three hour stay.

Q: What happens next?
A: The plans are ready to be implemented and new 'green' pay and display machines which are low carbon and low cost are due to be installed in August ready for charging to begin in September.
Changes to lines and signs will also take place in August and we will be putting up temporary signs to highlight the new rules to motorists in advance.

Q: Do you have any other plans to make changes to on street parking in Cheltenham?
A: We will also be consulting on proposals to bring charging times for existing pay and display streets in line with these new streets and with Cheltenham Borough Council's car parks. This means operating times would be extended from 6pm to 8pm at night. A whole series of improvements to the way we control parking is planned across the county. We are also making some changes in consultation with residents to make residents parking easier where there are parking pressures via our Residents Parking Review.
