Gloucestershire's Children and Young People's Strategic Partnership (CYPSP)
Page last updated: June 2010 Gloucestershire's Children and Young People's Strategic Partnership (CYPSP) is a partnership of the key local organisations that provide services for children and young people. What is its role?
The CYPSP provides the strategic steer for all multi-agency work related to services for children and young people in Gloucestershire. It was set up in 2002 when the county recognised that it needed to work more closely when planning and providing services for children and young people across Gloucestershire. Children's Trust arrangements Gloucestershire CYPSP operates Children's Trust arrangements. The 2004 Children Act brought the legal requirement for local authority children's services to make arrangements to establish a Children's Trust to promote co-operation between agencies, some of whom have a legal 'duty to co-operate' in those arrangements. The 2005 Statutory Guidance advised that local partners may choose to operate Children's Trust arrangements by building on existing partnership structures. This is the approach that Gloucestershire CYPSP has taken. The CYPSP includes representatives from Gloucestershire County Council, district councils, health, Connexions, the Learning and Skills Council, police, probation service, voluntary and community sector, schools and colleges. CYPSP structure under review: summer 2010 The structure of the CYPSP is currently under review to ensure it is fit for purpose in light of local and national changes. The Programme Board closed at the end of 2009, following the closure of the county's local Change for Children programme. This follows the move to locality working, which will be the focus for integrated working across the county. The CYPSP set up the Localities Development Programme Board at the beginning of 2010 to oversee the development of locality working in Gloucestershire. The shape of the localities programme is currently being developed. Some projects that were part of the Change for Children programme are continuing as part of the localities development work, and a few will continue independently for another year. The CYPSP also has two sub-groups: - Children & Young People's Participation Steering Group & Participation Network- evidence suggests that services that actively involve service users can be more effective. The CYPSP Children and Young People's Participation Group is listening to the views of children, young people and parents on what they feel are the priorities for the Children and Young People's Plan and how day-to-day practice is affecting them personally.
- CYPSP Communications Network- helps to ensure that communications across the partnership are co-ordinated and reach staff in partner organisations. It brings together organisations represented on the CYPSP Boards. Network members have varying roles within their organisations, but most have some responsibility for communications.
