Background to the Local Resilience Forum
Disasters can strike suddenly, unexpectedly and anywhere. Many agencies have a part in dealing with a disaster and its aftermath, and the effectiveness of the total response will depend on how well the emergency services, local authorities and central government have harmonised their preparations and exercised their arrangements and emergency procedures.

The Gloucestershire Local Resilience Forum (LRF) was established in April 2005 as a requirement of the Civil Contingencies Act, 2004. In essence the group had been operating for some time as the Major Incidents Co-ordinating Group. The original group was established in 1990 in recognition of the need for integrated emergency management procedures. It has provided a forum for the co-ordination of a multi-agency response to major emergencies in Gloucestershire. Now with only minor changes to the structure of the sub-groups it has transformed into the LRF.
