Proposed Traffic Regulation Orders - Revised Consultation
Next steps for the Cheltenham Transport Plan (CTP)
Update on the outcome of the Cheltenham Transport Plan following the Traffic Regulation Order (TRO) Panel's recommendation to the Commissioning Director.
The recommendation made by the TRO Committee was to 'Make' the TROs as advertised and defer a decision on the 'Boots Corner' Bus Lane on 15th January 2015.
A Cabinet Decision was made on the 23rd July 2015 to implement Cheltenham Transport Plan using a phased approach as follows:
Phase 1. Albion Street - early 2016
Phase 2. Imperial Square and Oriel Road - mid 2016
Phase 3. Royal Well - mid 2016
Phase 4. Contingent on the successful implementation of the other schemes, a Boots Corner experimental Order and trial scheme - Spring 2017.
The phasing dates are subject to further alterations.
The first phase will include alterations to:
|A||Implement new Contra Flow Bus Lanes preventing vehicular traffic other than Buses, Hackney Carriages, Private Hire Vehicles, Pedal Cycles, permitted Public Service Vehicles and Community Transport Vehicles travelling along part of Albion Street in a north westerly direction. This restriction will operate 24 hours, 7 days a week.|
|B||Make changes to the one-way system to permit two-way travel for all vehicles along part of Albion Street (revoking existing one-way systems).|
|C||Implement new one way systems in order to prohibit two-way travel along all/parts of Gloucester Place.|
|D||Alter existing one way system TROs in order to permit two-way cycling along all/parts of High Street, Montpellier Street, Promenade, Wellington Street, Imperial Circus, North Street/Clarence Street and Rodney Road.|
|E||Alter existing Prohibition of Driving provisions along all/parts of Grosvenor Terrace and Grosvenor Place South.|
|F||Alter existing Prohibition of Driving TROs in order to permit two-way cycling along parts of/all of the Promenade, High Street, Cambray Place, County Court Road and Regent Street/Chambers.|
|G||Install two new Zebra Crossings on Albion Street (to replace existing Signalised Junction Pedestrian Crossings)|
|H||Make various alterations to waiting restrictions, parking, loading and Pay & Display within the town centre along part/all of Albion Street, Promenade, Crescent Terrace, Inner Promenade, Grosvenor Place South.|
|I||Revoke existing TROs and replace them with new provisions or remake existing provisions as an administrative exercise.|
The phasing of the Transport Plan will help to establish if further mitigation measures may be required, should predicted traffic flows not alter as expected. All other parts of the Orders are to be deferred pending further phases of work, these roads include; High Street, North Street, Clarence Parade, Clarence Street, Imperial Circus, Colonnade, Promenade, Bath Road, Oriel Road, Imperial Square, Royal Well Road, Post Office Lane, Trafalgar Street, Pittville Street and Vittoria Walk.
Advertised Orders will be 'Made' in part to enable the scheme to be phased in, these Orders include:
- Variation Of Gloucestershire County Council (The Borough Of Cheltenham) (Prohibition And Restriction Of Waiting And Loading And Parking Places) Amendment (Consolidation) Order 2008 By Amending The Plans To (Prohibit And Restrict The Waiting Loading And Parking At Various Roads In Cheltenham Town Centre) 2016.
- Gloucestershire County Council (Cheltenham Town Centre) (Bus Lanes And No Right/Left Turns) Order 2016.
- Gloucestershire County Council (Prohibition Of Driving, Pedestrianised Areas And One Way) (Cheltenham Town Centre) Order 2016.
The TROs will assist as part of the Local Sustainable Transport Fund (LSTF) project known as the Cheltenham Transport Plan to enable junction and signing alterations to divert car traffic away from "Boots Corner". The proposals will help to improve bus reliability, help to remove some of the traffic from the town centre and help create a safer environment for pedestrians and cyclists.
The TROs required to implement the phased scheme will be Made in part on 21st March and operational subject to the completion of work on site 23rd May 2016.
