What has changed for this consultation?
Understanding the impact of the proposed Traffic Regulation Orders (TROs) on local people, visitors and businesses is a key consideration of both Cheltenham Borough Council (CBC), as promoters of the Cheltenham Transport Plan (CTP), and the Gloucestershire County Council project team working on its delivery.
The initial consultation received a large number of representations many of which related to the level of detail of the documentation supplied at that time. In order to address these concerns revised documents have been prepared, these include a Due Regard Statement reflecting how the proposed TROs may impact on legally protected groups. Also additional maps and plans have been included which help with the interpretation of the traffic modelling data.
Other amendments are included that will provide vehicular access to areas of the Promenade and the High Street for the various markets, charity fairs and other special events currently held throughout the year. Access to these areas would be controlled by a Permit Scheme to be operated by CBC. Final details of the scheme are currently being drafted, however the basic elements are that permits will not be available to the general public, they are specific events or promotions that may be held in the town centre such as the Farmers Market or Health road show vehicles.
Additional loading facilities are proposed in Sherborne Place to assist with traffic flows on the edge of the town centre.
For clarity, it is confirmed that there are currently no proposals to remove the existing pedestrian crossing at the Clarence Street and High Street junction "Boots Corner", this will allow further monitoring of this crossing should the other proposed changes be undertaken. However other currently proposed works at this location aim to reduce street clutter which may include the removal of guard railings and old signage.
A number of representations asked for more detailed plans for signage and other elements of the proposed changes. These have not yet been prepared as the final detail is dependent on the results of the TRO consultation. Depending on the representations received it may not be possible to implement all the proposed changes and this could affect any final proposed route signing etc.
Changes that could not be included
Some representations requested that parking is maintained in locations that would be affected by the proposed two-way traffic flows. Due to the road space needed for safe traffic movements, it is not possible to retain the parking as requested although alternative parking is suggested where available.
