GHES Management Committee (Governance)

Gloucestershire Hospital Education Service (GHES) is a registered Pupil Referral Unit (PRU) commissioned by Gloucestershire County Council (GCC) and is a GCC Service. PRUs have Management Committees rather than governors though the governance function is very similar. Management committee members hold an important public office and their identity should be known to their own organisation and to wider communities. In the interest of transparency it is a requirement for schools to publish up-to-date governance information and arrangements online. On this page is the following information:

Section A: Remit of the GHES Management Committee:

The Department for Education's (DfE's) statutory guidance on alternative provision explains that local authorities (LAs) are required to establish management committees to run pupil referral units (PRUs) in their area. It says that a PRU’s management committee must: “ have a strategic role setting out and monitoring the aims and objectives of the unit to ensure children are safe, have their needs met and receive a good standard of education. “ Management committees also have responsibility for all decisions related to the recruitment, management, appraisal, budgets, suspension and dismissal of staff. Therefore the three key areas of the GHES Management Committee are to provide a strategic view, to act as a critical friend and to ensure accountability.

Section B: Structure of the GHES Management Committee:

The GHES management committee has an Instrument of Government which sets out its constitution.

GHES Management Committee has 11 members:

  • 2 parent members
  • 2 staff members (including the Head)
  • 1 local authority member
  • 6 community members

 

The term of office is 2 years for staff and parent members and 4 years for the other member positions. The Head of Service automatically remains a member. Members of the Management Committee have areas of expertise which reflect the areas they monitor and support within the Service. Each academic year members of the management committee have designated areas from the GHES School Improvement Plan to monitor and support. Formal scrutiny meeting forms are completed by the management committee members for the area they are monitoring and these forms are shared and evaluated at whole service management committee meetings providing support and challenge to the Service.

Meg Dawson

Meg has been teaching in Gloucestershire for 23 years and is currently the Head Teacher of Cashes Green Primary School. Meg has been involved with Gloucestershire Hospital Education Service for 13 years and is, “committed to ensuring that all children who attend the service have the best possible experience and reach their potential.”

 

 

Beth Warren

Staff member of the Management Committee (Head Teacher)

Beth has been in education for 23 years, with 12 years on the senior leadership team for two large secondary comprehensive schools.  Over these years she has seen first hand how life events and circumstances can affect young people, yet how despite incredible adversity and illness they can still thrive and flourish when given the right nurture, care, challenge and guidance.  At GHES every individual matters, and we aim to ensure that no medical condition stops a child achieving their potential.  Beth is also a parent governor for her local primary school in Worcestershire which her two daughters attend.  When not working, Beth can usually be found running or cycling.

 

 

Peter Holmes

Community Member of the Management Committee

Peter was the Local Authority nominated Management Committee member from February 2013 until October 2016. Peter qualified as a primary school teacher 44 years ago and has spent a lifetime involved in helping people realise their potential through learning. Peter held the role of ‘Head of Extended Learning’ for Gloucestershire County Council and was responsible for a range of education services until October 2016 when he retired from this post. Much of Peter’s career has focussed on working to help those who need a second chance and this is what interests him about Gloucestershire Hospital Education Service. Peter wrote, “I remain committed to GHES and aim to continue to use my experience and expertise in a way that helps GHES maintain its high standards of support for young people with medical needs.” 

 

 

 

 

Liz (Elizabeth) McPherson

Community member of the Management Committee

Liz has been in education settings for 30 years starting with nursery schools and then has worked in Cirencester Deer Park School, a comprehensive secondary school, for the past 23 years. Liz is the Inclusion Centre Manager at Cirencester Deer Park School. Liz works closely with the Gloucestershire Hospital Education Service and wrote that she is, “keen that pupils access their full education entitlement even if life-events prove to be a stumbling block to this.” Liz lives in Nailsworth and has 3 dogs. She enjoys walking, reading and the outdoors in any weather! Liz also has 2 grown-up daughters and a 7 year old grandson.

 

 

 

Alan Dyke

Community member of the Management Committee

Alan works at Gloucestershire Royal Hospital as the Lead Respiratory Nurse in paediatrics within outpatient and inpatient services. On Gloucestershire Hospital Education Service Management Committee he is able to share the perspective and knowledge of a body of 29 paediatric nurse specialists within various specialities. Specialist nurses refer and have regular contact with Gloucestershire Hospital Education Service on a daily basis. Alan is married with two children (Hannah and Rebecca) and lives in Tewkesbury.

 

 

 

   

Jo Vincent

Parent member of the Management Committee

Jo is a finance and business manager for Public Health England working on the Young Person and Adult Screening programmes (Diabetic Eye, Abdominal Aortic Aneurysm, Breast/Bowel & Cervical screening). Previously she was employed by Gloucestershire Hospitals NHS Foundation Trust in management accounts and reporting.

Jo is married with one daughter and a barking mad Labrador.

“The support provided by GHES has completely turned my daughter’s world around both educationally and socially. I would like to show my gratitude by assisting them in ensuring the service continues (and is enhanced) whenever and wherever possible”.

 

All children deserve the best possible support when they are trying to fit their educational and health & wellbeing needs into their daily routine.
