Understanding what constitutes a safeguarding concern

The Local Government Association (LGA) and the Association of Directors of Adult Social Services (ADASS) have produced guidance on when to raise an adult safeguarding concern.

The purpose of this framework is to offer support to a range of sectors and organisations in making appropriate referrals, by promoting a consistent and shared understanding of what constitutes a safeguarding adults concern.

All organisations working with adults need a common understanding of the circumstances that should lead to making a referral about a safeguarding concern and the circumstances where other actions, outside of safeguarding processes, may be required.
