The Youth Justice Management Board Published Arrangements 
This document is in place to enable local partner agencies in Gloucestershire to meet their statutory responsibilities for delivering an effective Youth Justice Service and wider Youth Justice System.

The Youth Justice Management Board (YJMB) holds strategic oversight and is responsible for ensuring a balanced and coordinated approach across both service delivery and system-wide collaboration. This includes active engagement with key strategic bodies such as Children’s Safeguarding and Care, the Safer Gloucestershire Board, the Gloucestershire Criminal Justice Board, and the Children’s Coalition.

Through this integrated approach, Gloucestershire partners aim to deliver a responsive and effective Youth Justice Service that supports children, young people, their families, victims, and communities—focusing on preventing and reducing youth crime, addressing its underlying causes, and mitigating its impact.

The Youth Justice Plan 

Under Section 40 of the Crime and Disorder Act 1998, each local authority has a statutory duty to formulate and implement an annual Youth Justice Plan, in consultation with statutory partners including the police, health, and probation services.

This plan must set out:

  • How youth justice services will be provided and funded
  • How those services will operate
  • What functions will be carried out

In addition, the plan must outline how local arrangements will work to prevent offending and reduce reoffending among children and young people. This document fulfils that statutory requirement for Gloucestershire, setting out the strategic direction, governance, and operational framework for the delivery of an effective and coordinated Youth Justice Service.
