Personal Budgets Planning and Review policy
Gloucestershire County Council meets needs determined to be eligible under national eligibility criteria for adult social care and may meet other needs where the County Council considers it appropriate to do so.
The same eligibility rules apply in all counties within England but the way in which needs are met may vary from county to county depending on the services available in each area.
People with eligible or other needs which the County Council has decided to meet are allocated a personal budget. Most people will be required to make a financial contribution towards the cost of the personal budget. A written plan is developed to record how it has been agreed that needs will be met. The plan is reviewed each year and revised if needs have changed.
People have choices about how their needs are met and can request direct payments if they would like to make their own care and support arrangements.
The County Council's Personal budgets planning and review policy (Aug 2015) reflects the requirements of:
- The Care Act 2014
- The Care and Support (Personal Budgets: Exclusion of Costs) Regulations 2014 and
- The Care and Support Statutory Guidance issued under the Care Act by the Department of Health in October 2014.
