Care Leavers Offer 2020
Here at Gloucestershire County Council we take great pride in our role as Corporate Parents to young people in care and those who have left care. To be a corporate parent means that we have a moral and legal responsibility for all children and young people in the care system, and all young people who have left care, up to the age of 25.
Care Leavers Strategy
Here in Gloucestershire we are committed to doing everything we can to make sure children in care and care leavers get the best possible opportunities to grow up healthy, stay safe and do well in education and work by improving the stability, availability, quality and variety of placements and by strengthening our offer for care leavers. This strategy contains our action plan spanning the next two years.
Care Leavers Offer
We are committed to working in partnership with those in care and care leavers to make sure we are meeting their needs and giving them the best opportunities we can.
The Children and Social Work Act 2017 made it a statutory requirement for all Local Authorities to publish a local offer for care leavers. We worked in partnership with care leavers in our county to prepare our offer. We have listened to your voices and involved you both in the content of our offer and in the design of the offer booklet.
In line with the wider GCC Looking to the Future strategy publication of this offer represents a key step towards ensuring vulnerable children achieve the best possible outcomes; and ensuring children who are in need or at risk get high quality support and will be part of a wider toolkit to support care leavers in Gloucestershire.
We hope this offer reflects both the issues that matter to you and how you would like to be supported as you move away from care.
Preparing for independence
Here in Gloucestershire we have produced the “Preparing for independence” pack for all our care experienced young people and adults. You can request a pack after you turn 15. The pack includes:
- a copy of the Gloucestershire Core Offer for Care Leavers. This tells you all about the support Gloucestershire County Council can provide for you.
- A pathway plan booklet. Your worker should work through this booklet with you before you reach the age of 16 and 3 months. It covers things like your health, money, relationships and other things that you will be responsible for once you leave care.
- A pathway review fold out booklet. Your worker should review your plan with you every few months or whenever you feel you want to.
- Journey to independence guide. This workbook takes you through all the different options for housing once you leave care.

As care leaver champion, I pledge to do all I can to make sure all our staff and councillors support care leavers through the lens of what any reasonable parent would do to support their own children.
We have high aspirations for producing a truly child friendly Gloucestershire and as part of this we are now developing a more detailed and ambitious strategy specifically for our care leavers. We will be asking how can we take our existing Care Leavers Offer and make it work better for the young people of Gloucestershire?
