Phase 2 - Imperial Square
The highways work began in the first week of January 2017 and was completed at the end of March 2017.
Changes were made on the northern side of Imperial Square from Rodney Road to The Promenade including the junctions at each end.
Changes were made on the northern side of Imperial Square outside the town hall and the section from Rodney Road to The Promenade including the junctions at each end.
Imperial Square, which was previously one-way westbound, has been changed to allow two-way traffic. This has mainly been done to give better access to the Regent Arcade and Rodney Road car parks from the Gloucester side of Cheltenham.
The main physical changes required modifications to the Promenade / Imperial Square junction and the Rodney Road / Imperial Square / Oriel Road / Trafalgar Street junction.
At the Promenade junction, the right-hand northbound lane on the Promenade was changed to become a right-turn lane into Imperial Square (north).
At the Rodney Road junction the traffic signals have been removed and the junction has become a priority control give-way junction. All existing pedestrian crossing points have been kept with the crossing over Oriel Road becoming a stand-alone puffin crossing, and the signal controlled pedestrian crossings over Rodney Road becoming Zebra crossings.
The existing parking bays along Imperial Square (North) have been removed. The disabled parking bay has been relocated to the eastern side of Imperial Square.
No trees were taken down during the work.
Part of the Phase 2 work has been put on hold. Originally the plan was to include a safety scheme for the Bath Road, reducing it from two lanes to one southbound between High Street and Oriel Road, restoring two-way traffic to Oriel Road between the Bath Road and Rodney Road junctions, and altering the layout of the Bath Road junction with Oriel Road.
The safety scheme has been paused to ensure that the long-term solution for Bath Road takes into account any changes in the way traffic flows around the town following the CTP.
The reason for putting the safety scheme section on hold is because it is vital that the best long-term solution for Bath Road can be designed which takes into account any changes in the way traffic flows around the town.
Phase 2 has brought in a number of the stated objectives and benefits of the CTP:
- To remove some existing frustrations and allow motorists to access car parks as they arrive into the town, particularly on Regent Arcade and Rodney Road;
- To allow two-way traffic on streets in order to reduce traffic speeds;
- To protect the key features for which Cheltenham is renowned, so no new roads or demolition work; and
- To balance the streetscape to better cater for all users.
