Archives are Gloucestershire’s corporate and community memory.
We collect, preserve and provide access to paper and electronic records relating to Gloucestershire and South Gloucestershire that need to be kept permanently.

Internal Audit and Risk Management
The Audit Risk Assurance Shared Service (ARA) provides an internal audit, risk management, counter fraud and investigation and consultancy service to our three local authority partners (Gloucestershire County Council, Gloucester City Council and Stroud District Council). We also provide an internal audit service to third parties, including Gloucestershire Police.
The profession of internal audit is fundamentally concerned with evaluating an organisation’s management of risk. The key to an organisation’s success is to manage those risks effectively. ARA therefore provides independent, objective assurance that these risks are being managed efficiently and effectively. The work and performance of the internal audit service is overseen by our partner organisations’ audit committees.
By reporting that important risks have been evaluated and highlighting where improvements are necessary, the internal auditor helps executive management and audit committees to demonstrate that they are managing the organisation effectively on behalf of their stakeholders. Hence, internal auditors, along with executive management, non-executive management and the external auditors are a critical part of the top level governance of any organisation.
Risk Management is a central part of an organisation’s strategic management. It is a cyclical process whereby the organisation identifies, evaluates, monitors and controls potential opportunities and adverse effects that challenge the assets, reputation and objectives of the organisation. It enables them to effectively manage strategic decision-making, service planning and delivery, to safeguard the wellbeing of our customers and stakeholders.
ARA provides a risk management advice, guidance and support service to assist our partner organisations in achieving their key priorities and objectives
Business service centre
The Business Service Centre (BSC) provide a wide range of transactional services within the Council and to external customers including:
- Employment Terms & Conditions administration & advice
- Pensions enrolment & support
- Paying suppliers
- Disclosure & Barring Service (DBS) and other pre-employment checks
We are always looking for ways to improve our services and use technology to speed up and automate routine tasks. We are therefore also responsible for supporting & developing the Council’s key financial, people and procurement system, SAP and other systems which underpin our service delivery.
With over 70% of our budget spent externally the Commercial Service supports the Council to make the right commercial decisions, develop and manage markets and commercial relationships. We provide expert tendering and category management advice for all our strategic procurements, which helps to ensure we achieve the best possible outcomes for the residents of Gloucestershire.
Democratic Services provide a range of support services for councillors. The team also administer school admission appeals and provide support to the Lord-Lieutenant of Gloucestershire.
Strategic Finance provide internal financial support and advice to all areas of the Council, including schools. We provide support for setting of the budget and development of the medium term financial plan, as well as ongoing financial management and advice, including VAT and taxation. We also provide investment advice and support for financial aspects of contract letting in addition to the preparation of the annual statement of accounts.
Our aim is to enable sound financial planning, decision making and management of the public money managed by the Council.
Human resources and organisational development
HR & OD’s key focus within GCC is to ensure that we have a skilled and motivated workforce capable of delivering services that reflect the needs of communities in Gloucestershire.
We provide professional HR advice to internal and external customers, helping to ensure that we have an engaged and knowledgeable workforce.
Information Management service
IMS is the lead for the council on information security, management and information compliance, e.g. the Freedom of Information and Data Protection Acts.
The service is developing, promoting and supporting good information practice and security across the council, to help minimise the risks of service user’s information being used and handled inappropriately.
We provide a records management service to internal customers within the council, including a records centre to manage the council’s paper records and offer a request management consultancy service to Gloucestershire Schools.
Insurance Services procure an insurance programme for the County Council and maintained schools providing the best value and peace of mind for insurable risks. In addition Insurance Services respond to insurance policy related queries which is complimented by a high quality claims handling service.
Occupational Health Unit
Employers have a duty to ensure that all of their services are provided in accordance with current health and safety legislation and guidance and thus ensure the health, safety and welfare of all staff and others affected by their activities.
Safety, Health & Environment (SHE) provides strategic and operational advice and support to assist managers meet this duty and fulfil their responsibilities.
The Gloucestershire County Council Pensions Section is responsible for the administration of the Local Government Pension Scheme (LGPS) for the geographical area of Gloucestershire. The fund is administered for over 190 current constituent employers, with scheme membership in excess of 50,000 active, deferred, pensioner and dependant members.
The LGPS is a statutory, funded, Career Average Revalued Earnings (CARE) pension scheme. As such the scheme is very secure as benefits are defined and guaranteed by law. Any changes to the legislation of the scheme are governed nationally by the Department of Communities and Local Government (DCLG).
Planning, performance and change
Our role is to drive effective strategic and operational planning, performance management and delivery of change through projects and programmes. Our work breaks down into the following areas and teams:
Data Management & Needs Analysis
Managing data on the county, it’s population and GCC service users and using that data to provide insight into the changing needs of local people and communities as well as management information for operational teams; making sure that plans decisions are informed by robust intelligence and analysis
Performance and Improvement
Helping the Council to track, understand and report how well it is performing and achieving the outcomes we want for residents; identifying, investigating and addressing potential performance concerns across the Council; challenging and supporting services to improve their performance and efficiency.
Planning & Co-ordination
Supporting strategic planning and commissioning activity for the Council and its strategic partners; making sure that the Council has good quality strategies and plans in place; keeping an overview of all of the Council’s change activity to make sure it stays aligned to what the Council is trying to achieve; making sure that plans are well communicated and understood by those involved in delivering them.

Delivering strategic change through specific projects and programmes; understanding and advising the Council on what works in terms of project and programme management.
