Phase 1 - Albion Street
Construction of Phase 1 began in April 2016 and was completed in early July 2016.
The primary physical change implemented as part of Phase 1 was the return of Albion Street to two-way traffic for the majority of its length.
Westbound traffic from Boots Corner to St. Johns Avenue has continued as before with general traffic now able to travel eastbound from St. Johns Avenue to Gloucester Place and buses, taxis and cycles able to continue west from Gloucester Place as far as Pittville Street.
Pedestrian crossings have been retained and wherever possible, improved. This includes the installation of zebra crossings at Pittville Street and Winchcombe Street to replace the signal controlled pedestrian crossings at these junctions.
Phase 1 also introduced elements of the Traffic Regulation Orders which provide improved freedom of movement for cyclists within the town centre with cycling now allowed along the pedestrianised sections of the High Street and the Promenade.
Phase 1 brought in a number of the stated objectives and benefits of the CTP:
- Allowing free movement of buses and other public service vehicles;
- Allowing two-way travel on streets in order to reduce traffic speeds;
- Removing some existing frustrations by allowing motorists to access car parks as they arrive into town, particularly Beechwood Centre; and
- Balancing the streetscape to better cater for all users.
