Gloucestershire Schools Forum – Elections 2019 – Results of the Nominations

The nomination period closed Friday 8 February 2019.  Find out where individuals have been elected unopposed, where an election is now required, and the seats which received no nominations.

1. Results of the Nominations
The deadline for nominations has now closed (5pm on Friday 8 February 2019).

The list below sets out where individuals have been elected unopposed, where an election is now required, and the seats which received no nominations.

1.1 Special School Headteacher representative (one seat)
The Gloucestershire Association of Special School Headteachers elected Clare Steel as the Special School Headteacher representative.

 Representing Special School Headteachers - Clare Steel, Alderman Knight School.
    Term of office of 4 years (1 April 2019 to 31 March 2023).

1.2 Primary School Headteacher (Maintained) representatives (two seats)
Three nominations have been received for the Primary School Headteacher (Maintained) seats,
term of office of 4 years (1 April 2019 to 31 March 2023).

 Lisa Jones, Innsworth School’s Partnership.
 David Metcalf, Birdlip Primary School.
 Darren Preece, Churchdown Parton Manor Schools’ Federation.

An election will therefore take place (please see paragraph 2).

1.3 Primary School Governor (Maintained) representative (one seat)
Two nominations have been received for the Primary School Governor (Maintained) seat, term of office of 4 years (1 April 2019 to 31 March 2023):

 Brian Bartlett, St Paul’s C of E Primary School.
 Graham Doswell, North Cotswold Schools Federation comprising the Church of England Primary Schools of Cold Aston, Longborough and Swell.

An election will therefore take place (please see paragraph 2).

1.4 Primary School Governor (Academy) representative (one seat)
No nominations have been received for the Primary School Governor (Academy) seat, term of office of 4 years (1 April 2019 to 31 March 2023). Do please contact the clerk if you would like to put your name forward for this seat.

1.5 Secondary School Headteacher (Academy) representatives (three seats)
Two nominations have been received, the nominees are therefore appointed to the Forum unopposed with effect from the commencement of their term of office.

 Representing Secondary School Headteachers (Academy) – Stuart Wilson, Marling School. Term of office of 4 years (1 April 2019 to 31 March 2023).
 Representing Secondary School Headteachers (Academy) – Will Morgan, The Cotswold School. Term of office of 4 years (1 April 2019 to 31 March 2023).
 No nominations have been received for the Secondary School Headteacher (Academy) seat, (term of office of 2 years (1 April 2019 to 31 March 2021). Do please contact the clerk if you would like to put your name forward for this seat.

1.6 Secondary School Governor (Academy) representative (one seat)
Two nominations have been received for the Secondary School Governor (Academy) seat, term of office of 4 years (1 April 2019 to 31 March 2023).

 Susan Padfield, All Saints’ Academy.
 Rob Wilcock, Winchcombe School.

An election will therefore take place, (please see paragraph 2).

1.7 Secondary School Governor (Maintained) representative (one seat)
No nominations have been received for the Secondary School Governor (Maintained) seat,
term of office of 4 years (1 April 2019 to 31 March 2023). Do please contact the clerk if you would like to put your name forward for this seat.

2. Election arrangements

An election will take place for:

 Primary School Headteacher (Maintained) representatives (two seats)
 Primary School Governor (Maintained) representative (one seat)
 Secondary School Governor (Academy) representative (one seat)

Ballot papers have been sent out to reach the relevant Headteachers/Chairs of Governors on 11 February 2019. Ballot papers must be returned by 5pm on Wednesday 20 March 2019. Results will be made available on the Schools Forum webpage after the election has closed.

Please note that for the Primary School Governor (Maintained) seats and the Secondary School Governor (Academy) seat, it is the Governing Body that registers the vote (exercised by the Chair on behalf of the Governing Body as a whole), not individual governors.

The key elements of the election process are that:

 An independent Returning Officer will oversee the process – Simon Harper, the County Council’s Head of Democratic Services and Deputy Monitoring Officer.
 Votes will be collected by the clerk to the Forum and securely stored.
 The ballot box will be opened on the first working day after the close of the
poll and votes counted. A representative from the voting group via Gloucestershire Governors’ Association, and Gloucestershire Association of Primary Headteachers, will be invited to attend the count.
 In the event of a tie between two or more candidates, the Education & Skills
Funding Agency, Schools Forum Operational and Good Practice Guide, states the following:
“In the event of a tie between two or more candidates, then the local authority must appoint the schools member instead. The local authority may decide to appoint someone else rather than one of the candidates and might wish to take into account the experience or expertise of the individuals, and balance between the different types of school represented on the schools forum”.
 Those who stand but are not elected will be added to the official substitutes list.
