Proposals to change your school day - Impact on Home to School Transport (HTST)

Published

Please see below a message from Clare Medland, Head of Service - Commissioning for Learning, Education, Children’s Services.

I have been made aware of a number of recent cases where academy trusts and schools have been planning a change to the end of the school day (mostly changing the time school finishes) without consulting the LA regarding the impact of any change, in particular when it may impact on home to school transport arrangements.

Clearly this is something that schools are able to review, however I need to advise that it cannot be assumed that it will always be possible to accommodate changes in relation to the timing of transport pick ups/drop offs, commissioned through the Integrated Transport Unit (ITU).

Any temporary transport arrangements that were put in place during the Pandemic, will revert back to ‘pre-covid’ transport provision and times with effect from the new academic year in September 2021 (subject to any relevant government announcements).

The home to school transport budget is under significant pressure and if any planned changes are likely to result in increased transport costs, then the school or academy trust will be responsible for meeting those additional costs.

It is important therefore that if you are considering this course of action, that you make contact with the ITU at an early stage to discuss any HTST implications. Please contact faye.williams@gloucestershire.gov.uk to discuss.
