Homes for Ukraine education and childcare grant funding

In August, the Local Authority (LA) received its first payment for the provision of education and childcare for children aged 2 to 18 who have entered Gloucestershire via the Homes for Ukraine visa route. Please note that those children and pupils who arrived via the Family Visa Scheme do not qualify for this funding.

The Homes for Ukraine level of funding received from Central Government is based on the following amounts per individual:

  • Early Years - £3,000
  • Primary - £6,580
  • Secondary - £8,755

For clarification, this is not a flat rate allocation for each pupil attending a school or child attending a setting.  This level of funding covers the financial period 1st March 2022 – 28th February 2023.  Therefore, allocations are calculated based on a pro rata scenario as to when children/pupils were recorded as being on roll at a school or setting. 

The funding is to deliver the provision of education and childcare for Homes for Ukraine children which the Department of Education (DfE) has set out in their guidance Homes for Ukraine education and childcare grant conditions of funding - GOV.UK (www.gov.uk)

This grant also covers a number of responsibilities that come under the scope of the LA,  including school transport, post 16 placements and providing support for children with additional needs.  There is also the additional officer time involved in delivering support and advice to Ukrainian and Host families around the Admissions processes and support etc, which is expected to be funded through this grant.

At this stage it is difficult to assess how much needs to be retained to cover these LA central elements of expenditure, so it is proposed that a top slice of 20% of the funding for each pupil at a primary or secondary setting is retained by the LA for these purposes – this top slice will not apply to Early Years settings. 

As we cannot predict the draw on the funding we retain, we propose that any resource not used by the LA for these purposes at year end will be redistributed proportionately to the schools who accommodated the Homes for Ukraine pupils during this financial year.

The breakdown of the allocation for schools and settings will therefore be as follows:

Allocations will be based pro rata from the date the child / pupil was recorded as being on roll at a school or setting.   

Settings will need to ensure they accurately report each term how many pupils /children they have registered under Homes for Ukraine and the date of registration.  To assist with the management of this, please ensure a copy of the schools  in year application is sent to  Inyear.admissions@gloucestershire.gov.uk so we can record centrally that you admitted a Ukraine pupil under the HFU scheme to ensure allocations are accurate.
