Cyclists are told by motorists to use the pavements, but pedestrians cannot share space with cyclists. Mixed ped/cycle paths should be avoided.
To mix cyclists and pedestrians while very nice in theory is not so good in practise. It takes no account of those with poor hearing, mobile phone users not looking, errant children etc. You are relying on cyclists being sensible and considerate but not all of them are.
E-scooters should not be able to use the cycle lanes, and the trial should be scrapped.
Our response...
Our design and accessibility team have dedicated significant time to reviewing the proposals for the gated streets. The opinion of Active Travel England and others has been sought about the use of the gated streets/cycle route of this type. The evidence shows that if space is left as shared use, allowing pedestrians and cyclists to mix, people take a lot more care.
The current legislation does not allow the use of privately owned e-scooters on the highway. The only type of e-scooters currently permitted on the public highway are those that fall under the rental scheme approved by Gloucestershire County Council, currently operated by VOI.
