Summary of feedback

The engagement was carried out during the preliminary design stage to enable us to consider feedback from both the public and other stakeholders. It ran between 26 June 2023 and 7 August 2023. It involved a combination of public events and online engagement and surveys. 

It is important to us that you know we have heard your feedback and where able will make changes to the original scheme. 

This webpage is dedicated to our initial response to some of the questions and key themes from raised during the engagement. Liaison with stakeholders is ongoing and the feedback received will be carefully considered as part of the detailed design. A full and final response will be published once the detailed design for the scheme has been completed. 

Participation and demographic

A total of 601 people engaged with the public consultation and participated in the survey. Additional comments were received by email and social media, which have also been taken into consideration. 

The majority of responses (66%) were from residents who live near the scheme. Much smaller numbers of responses were received from those who are not local but utilise the cycle route (9%). Work near the scheme (7%) or own a business (2%) near the scheme. 

Of these, a high proportion were male respondents (57%), compared to female respondents (29%). 14% preferred not to share their gender identity. 

The survey found that the 45-54 age group represented the highest percentage of respondents (19%), followed closely by the 55-64 age group (17%). The groups aged 35-44 and 25-34 each accounted for 17% and 14% of respondents respectively. In contrast, respondents over the age of 75 and those aged between 16-17 accounted for the lowest percentage of respondents at 3% and 0.5% respectively. 29% of respondents did not specify their age. 

Overview of responses

Do you own a bicycle (or e-bike) at the moment? 

A high proportion of the respondents (76%) own a bicycle or e-bike, compared with only 24% who do not. 

Do you think more people should take up cycling? 

72% of respondents thought that more people should take up cycling, which suggests a positive view on cycling in general within the county. A smaller proportion (28%) did not agree.

How would you describe your cycling ability? 

Most respondents (69% confident + 4% semi-professional) consider themselves to have an advanced level of cycling ability, including cycling for fun, as a hobby, or commuting to work on a bicycle. Around one-fifth of respondents (21%) identify themselves as novices. A further 3% identify themselves as total beginners. Finally, a small percentage (2%) reported that they cannot ride at all. 

How do you feel about the current layout and space available for cyclists? 

60% of respondents felt dissatisfied with the current cycling infrastructure available on this route, although 40% felt that the current facilities were acceptable. 

Would a cycleway encourage you to cycle more often? 

57% of respondents stated that the proposed cycleway improvements would encourage them to start cycling to Cheltenham, Gloucester and other destinations in-between or to cycle more often. This is compared with 38% who said it would not and 5% who were unsure. 

Will a cycleway benefit the communities along London Road to St Ann Way, including Llanthony road? 

56% of the respondents felt that the proposed cycleway along London Road to St Ann Way, including Llanthony road, would be beneficial to the local community. 37% felt that it would not be beneficial and 7% were unsure of the effects the cycleway would have on these areas. 

Other responses

56% of respondents believe that the cycleway will make the area a better place to live as it will improve the environment, air quality, and tackle climate change, compared with 40% of respondents who disagreed with this statement.   

62% respondents felt that the new cycleway would make cycling safer and more convenient, compared to 33% who disagreed with this statement.  

60% of respondents felt that the new cycleway would enable people to improve their fitness and health. 32% of respondents disagreed with this statement.  

53% of respondents felt that the new cycleway would help support good mental health for people nearby, compared to 38% who disagreed with this statement.  

62% of respondents felt that the new cycleway would help young people to cycle to school, compared to 31% who disagreed with this statement.  

60% of respondents felt that the new cycleway would provide an alternative to driving a car for some trips. 36% of respondents disagreed with this statement.  

56% of respondents felt that the new cycleway would give people more confidence to start cycling, compared to 36% who disagreed with this statement.  

54% of respondents felt that the new cycleway would help people without a car to access jobs and training opportunities, compared to 36% who disagreed with this statement.

Design specific responses 

Usage of on-road parking on Northgate and Southgate Street.  

41% of respondents said that the question was not applicable to them. The next highest proportion of respondents (26%) replied that they are visitors and use other parking facilities in the area. 10% of respondents replied that they are residents but do not own a car. 7% were residents and a permit holder but normally park elsewhere within Gloucester Central parking Zone GC. 6% responded that they are residents and normally park on Southgate Street and 5% were visitors often parking on Northgate Street. Very low percentage of participants responded that they are: 

  • residents and park on Northgate Street (0.5%), 
  • resident and permit holder and park on Southgate Street (1%),  
  • business owners and permit holders and park and/or receive deliveries on Southgate (1%) or Northgate Street (0.5%) 
  • business owners but park elsewhere or do not own a car (2%) 

To what level do you agree/disagree with the removal of: 

The right-hand turn from Trier Way on to Southgate Street – 29% of respondents did not know, 36% strongly disagreed or disagreed, 35% strongly agreed or agreed. 

The left-hand turn from Southgate Street on to Trier Way – 29% of respondents did not know, 40% strongly disagreed or disagreed, 31% strongly agreed or agreed.
