Southgate Street and Kimbrose Triangle
Following the scheme consultation, undertaken in the summer of 2023, a review of the proposals took place.
The scheme represents the next phase in Gloucestershire Council’s ambitious Gloucestershire Cycle Spine, extending across the county from Stroud in the south to Bishop’s Cleeve in the north. Designed to the newest guidelines, it will deliver high-quality cycle and pedestrian facilities and provide better connectivity to key destinations.
Engagement with businesses along the route took place in November and December 2024 and further engagement will happen once the contractor has been appointed.
Southgate Street - Kimbrose Triangle to The Tall Ship pub
The scheme is designed to create a safer and more accessible environment for pedestrians and cyclists upgrading the link between Glos Quays and the city centre.
Key features of the project include:
- Pedestrian and Cyclist Enhancements: Upgrades will be made to ensure segregated and safer cycleway. Footway surface will be improved.
- Formalised Crossing Point at Kimbrose Triangle: An improved crossing point will be introduced to facilitate safer pedestrian movement.
In the future, improvements will extend along Southgate Street to St Ann Way. This phase will require a Traffic Regulation Order consultation, with further details to be provided prior to the consultation.
Construction information
Construction is set to begin from 10 March 2025.
Indicative work phasing plan, shared at Meet the Contractor event on 5 March 2025, can be found here.
Works on Southgate Street commenced in early March 2025. The project is being delivered in phases to ensure that traffic can continue to flow throughout the construction period. To manage vehicle movement, temporary 3-way traffic lights have been installed.
To preserve the historic character of the street, individual paving slabs near Kyneburg Tower were carefully lifted, cleaned, and re-laid in new positions.

In mid-June, the team relocated to the corner of Parliament Street to begin work on the second phase of improvements. This phase includes the realignment of the footway and the installation of a new formal pedestrian crossing.
Following the works at Parliament Street, the team will move in front of the steps to the docks (phase three).
Please note that the Kimbrose Triangle crossing will remain closed until the completion of phase three. This is due to necessary electrical connection work for the Belisha beacons, as well as upcoming construction on the west side of Southgate Street.
During this period, pedestrians are advised to use alternative routes:
-
The shared space area on the north side of the closed crossing, or
-
The signalised rainbow crossing on Commercial Road, near the Gloucestershire Academy of Music.
