Review the Local Transport Plan (LTP) in view of the climate change emergency

Local Transport Plan and Implementation Report

The LTP has been refreshed (March 2021), and includes zero carbon transport targets and an 80% reduction aspiration by 2030.

Transport accounted for 32% of all CO2 emissions (per capital tCO2) in Gloucestershire in 2018.

An e-cargo bike trial is due to begin in the centre of Cheltenham, using money from DEFRA's 2021 Air Quality Grant bid. The aim is to reduce the number of polluting vehicles in Cheltenham's Air Quality Management Areas, through delivering goods via e-cargo bikes.

Increase in Bus Service Frequency	Countywide	Both GCC and bus operators continue to invest significant resources into the current public transport network.
Bus Priority Schemes	Focus of Gloucester- Cheltenham, Bishops Cleeve - Cheltenham, Tewkesbury, Stroud & Stonehouse and Forest of Dean/Chepstow corridors as these areas suffer from significant congestion.	Initial consultation with bus operators and work to identify key transport corridors and congestion hotspots. The development of a full study to identify the final schemes. Setup of the Traffic Light Priority (TLP) Scheme.
Mass Rapid Transit	The Central Urban Corridor of Gloucestershire.	Completion of a feasibility study. Subject to funding: Proposal to proceed to full business case preparation and potentially, start of construction in 2025.
Improved Roadside Infrastructure	Countywide, subject to full roadside audits.	GCC invests in new shelters, stops, roadside displays and real time information boards every year. Maintenance and repair of these is also managed by GCC.
Transport Interchanges and links to the railway stations	Review of all transport links to railway stations	Arle Court Transport Hub development and continued development of the ‘Transport Interchange’ strategy for the county.
