Cam & Dursley Speed Safety Improvements

We are proposing a reduction in speed limits across several roads in Cam and Dursley.

This proposal has two main objectives:

Reducing the number of traffic collisions that happen in the area
Reducing the number and severity of casualties that are caused by traffic collisions in the area

A consultation on the first draft of these proposals took place in Summer 2025. Following feedback from the community, including concerns about design and road safety, the scope of the project has been extended. It now includes measures to reduce speeds between Cam and Dursley, as well as traffic calming measures between Rednock School and Blackboys Roundabout.

What will this look like?

The signposted speed limit on the A4135 from Cam to Dursley will be reduced from 40mph to 30mph.
The signposted speed limit for several roads in Dursley will be reduced from 30mph to 20mph, including A4135 from Blackboys Roundabout to Bull Pitch – Please see full details provided in the Maps, Documents and Design Drawings section.
Speed cushions will be introduced on A4135 Kingshill Road between Rednock school and Cedar Drive, to help enforce the 20mph speed limit.
There will be updates to road traffic signage and road markings to make the new speed limits clear to those travelling along 20mph limit locations and road users on adjoining roads.

There are no other physical alterations to the road layout that will be made.

The team will consider the feedback we receive from the public and look to review our proposals based on overall public feedback and key stakeholder input.

If the overall scheme is well supported, the proposal's design will be finalised and the formal Traffic Regulation Order process will begin.

The first step is a statutory consultation with key stakeholders such as emergency services, transport service providers, the Town Council and your local councillors, and then formal public consultation.

If the overall scheme is well supported, the proposal's design will be finalised and the formal Traffic Regulation Order process will begin.

We will be issuing correspondence about the new measures, including letters to residents near the school where speed cushions are proposed, alongside public notices across the parish. We have also been engaging with the town council and local councillors to share the proposals and keep them informed of the latest developments.

The public will also have another chance to provide feedback and queries in the formal TRO stage as explained in the "What happens next?" section.

Why is this proposal required in Dursley?
As part of Gloucestershire County Council's statutory duty to improve road safety in this area, Dursley was identified as a priority location for road safety improvements due to the high number of road traffic collisions in the area and the need to improve safety near Rednock School.
Why are we proposing speed restrictions?
This is to improve road safety in this area, especially near the school and the town centre. Lower speeds are proven to reduce collision occurrence and severity and help protect vulnerable road users such as cyclists and pedestrians travelling to the school or around the town centre.
How will this be funded?
This scheme will be funded by the Road Safety department of Gloucestershire County Council and is unrelated to Highways maintenance funding and will not be used to fund repairs to highway (such as carriageway resurfacing or pothole repair).
Does this project have Police support to enforce 20mph?
Yes, with the proposed inclusion of speed cushions to help with enforcement.
How many collisions have there been in the area in the last 5 years?
In the last 5 years there have been 7 serious collisions within the extent area, and 16 slight collisions that have caused injury to those involved.
Will these works go ahead if the public largely disagree with proposals?
We will consider all objections made for this proposal from a road safety and engineering point of view and may make minor amendments to the design, however, due the high number of collisions and incidents in this area in the past 5 years, safety improvements are required.
Will a Traffic regulation order (TRO) be needed for the 20mph and 30mph change?

Will the public be consulted in the future?
Yes, as part of the TRO process there will be a formal public consultation period for representations of support and objections to be made.
Will highway maintenance be carried out with these proposals, such as signage or pothole repairs?
Local maintenance teams will be informed of our proposals and, where possible, our team will work with them to carry out maintenance works in order to reduce disruption to the local highway network.
When will these proposals be delivered?
We cannot confirm delivery of any scheme at the TRO stage. Consultation must first be completed, responses reviewed, and a formal decision taken on whether to proceed, with or without changes. Although specific timescales cannot be given, timescales for a typical scheme like this, that is well supported and at this stage, would likely be delivered in early 2027.
