Latest news - update following public engagement event

On 4 March 2026, we held a public drop-in information event at The Swan Inn in Coombe Hill. It was well attended and we’d like to thank everyone who came to talk to us about the project.

At the event, we shared a set of frequently asked questions (FAQs). These have now been updated with new questions and expanded answers, and you can find them on a dedicated FAQs page.

We are now continuing work on the key issues people raised, especially drainage, flooding and road safety. We will now begin seeking pre-application advice and appointing specialists to carry out the required studies and reports.

What is being proposed?

The county council is proposing to build an exciting new development at Coombe Hill, transforming 27 acres of council-owned land into a modern, multi-purpose site. 

Supported by nearly £47 million of investment, the project aims to deliver better services, create jobs and make the most of public resources. The proposals include:

  • A new training facility for Gloucestershire Fire and Rescue Service
  • A state-of-the-art highways depot
  • A much-needed 80-bed care home
  • The sale of a small parcel of land separately for the development of around 25 new homes

Why are we proposing this development?

The facilities proposed for this site will provide significant value to the communities they serve, strengthening essential infrastructure for the surrounding areas and, thanks to established transport links, the wider county.

This proposal unites several long‑term County Council strategies in a single, carefully coordinated location, ensuring a more efficient and effective delivery of vital services.

Why are these facilities needed?

Each part of the site responds directly to a well‑established need within Fire and Rescue, Highways and Adult Social Care, ensuring these services have the modern facilities required to operate effectively. The requirements for these facilities have been thoroughly assessed, and they are considered essential to maintaining high‑quality support for communities across Gloucestershire.
