Introduction

As a local authority, we have a statutory duty to have due regard to the Surveillance Camera Commissioner's (SCC) Code of Practice. This means taking the code into account whenever we procure a new surveillance system or extend the functionality and/or purposes of an already existing one. We must also provide a clear rationale for any decision to depart from the code of practice.  

It is a legitimate public expectation of local authorities to demonstrate how they have due regard for this code. As such, the council has developed a three-tiered approach to procuring, installing, and amending our CCTV systems to meet the SCC’s 12 Guiding Principles, as well as other relevant legislation such as the Data Protection Act 2018 and the Human Rights Act 1998.
