The Chair is the civic leader of Gloucestershire.

At the annual meeting in May, full council elects a new chair. They must be a serving county councillor but not a member of the cabinet.
The chair's ceremonial duties include:
- being the civic leader of Gloucestershire
- promoting the interests and the reputation of the county council and Gloucestershire and acting as an ambassador for both
- carrying out civic, community and ceremonial activities and fostering community identity and pride
- presiding over meetings of the full council to ensure that its business is carried out fairly and efficiently
