Understanding Pay Gaps

Gloucestershire County Council is committed to creating a fair, inclusive and supportive workplace where everyone has equal opportunity to succeed. Understanding pay gaps helps us identify where there may be barriers to progression, representation or opportunity and informs the actions we take to support workforce equality.

A pay gap measures the difference in average pay between different groups of employees across an organisation. It does not compare people doing the same job. Pay gap reporting helps organisations understand whether certain groups are underrepresented at different levels of the workforce and provides valuable insight into workforce trends.

Pay Gaps and Equal Pay

Pay gaps are different from equal pay.

Equal pay relates to people receiving equal pay for equal work, or work of equal value.

Pay gaps look at the difference in average earnings between groups of employees across the organisation, regardless of role, grade or seniority. A pay gap can be influenced by factors such as workforce composition, occupational segregation and representation at different levels of the organisation.

Gender Pay Gap

Under the Equality Act 2010 (Specific Duties and Public Authorities) Regulations 2017, organisations with 250 or more employees are required to publish information about their gender pay gap each year. The gender pay gap shows the difference in average earnings between men and women within an organisation.

Ethnicity Pay Gap

Although ethnicity pay gap reporting is not currently a statutory requirement, Gloucestershire County Council voluntarily publishes ethnicity pay gap data as part of our commitment to equality, diversity and inclusion. The ethnicity pay gap shows the difference in average earnings between White employees and employees from diverse ethnic communities within our organisation.

By applying the same methodology used for gender pay gap reporting, we can better understand workforce trends, monitor progress over time and identify areas where action may be needed to improve representation, progression and opportunity.
