Scrutiny workshop: care quality commission (CQC) assurance

At the Adult Social Care and Communities Scrutiny Committee meeting on 7 March 2023, Professor Sarah Scott, (Executive Director of Adult Social Care, Wellbeing and Communities), and Emily White, (Director of Quality, Performance and Strategy, Adult Social Care), gave an update on the preparations by the County Council for the introduction of the Care Quality Commission (CQC) Assessment of Local Authorities and Integrated Care Systems. Members were asked to consider their individual roles, and that of the Adult Social Care and Communities Committee in anticipation of a visit by the Care Quality Commission following the launch of the new arrangements on 1 April 2023.
In preparation for the new assurance process, Adult Social Care has prepared a draft self-assessment to set out how well the County Council is performing against the nine CQC indicators of quality, and our areas for improvement. The County Council will submit the self-assessment to CQC, who will use it to inform their judgement of Adult Social Care in Gloucestershire. Adult Social Care will also use the self-assessment to develop an improvement plan and to set priorities for the next one to two years.
In considering the arrangements for member engagement with the CQC as part of the assessment process, it was proposed that a workshop might be useful for scrutiny members to consider what the Council has included in its self-assessment, have an opportunity to ask questions and give feedback, and to gain a better understanding of what to expect when CQC visit the Council. The proposal was supported by the committee, including the suggestion that Healthwatch Gloucestershire should be pivotal to the engagement process, and invited to attend the workshop.
The date for the proposed workshop is Thursday 25 May 2023.
The workshop will be held in the Council Chamber from 2.00pm until 4.30pm (all members are welcome and encouraged to attend).
