Sometimes during very heavy rain even a clear drain can be overwhelmed, but in most cases the water should subside quickly.
At this time of year autumn leaves combined with very heavy rain can cause issues. You can help by moving leaves away from drains (if safe to do so) and adding them to your garden waste bin or a compost heap. Otherwise, report blocked drains using Fix My Street: FixMyStreet (gloucestershire.gov.uk)
