Send & AP Change Programme (Gloucestershire)
What Is the Change Programme?
The SEND & Alternative Provision (AP) Change Programme is a national DfE initiative testing reforms outlined in the SEND & AP Improvement Plan (2023) to move towards a more inclusive, consistent and financially sustainable system for children and young people with SEND or requiring AP. Gloucestershire is one of 32 local areas involved nationally.
It aims to understand whether reforms are:
- implemented as intended,
- effective in improving support,
- and on track to deliver the intended outcomes.
The programme runs September 2023 – August 2026.
What Reforms Are Being Tested?
Testing focuses on whole‑system improvements linked to the Improvement Plan, specifically:
- Strengthening mainstream inclusion – clearer expectations of “what good looks like,” improved early identification, and higher‑quality teaching and support.
- Better consistency in processes – including assessment pathways, statutory processes, and information access for families.
- Building trust with parents & carers – emphasising transparency, communication, and accessible information.
- More effective models of AP – short‑term, structured interventions, outreach support, and approaches that help children remain or return to mainstream.
- Improved data sharing & accountability – bringing operational and strategic data together to understand needs and track outcomes.
- Optimising specialist workforce capacity – using capacity previously absorbed by statutory processes to build mainstream capability.
The long‑term goal
The long‑term goal is a nationally consistent SEND & AP system delivering:
- the right support, at the right time, in the right place,
- improved outcomes and preparation for adulthood,
- accessible and trusted processes for families,
- financial sustainability for local areas.
