Update to the Personal Budget Policy

For children and young people with an EHCP, the personal SEN budget policy has been recently updated and is available to view on Gloucestershire Local Offer for families with SEND. A SEN Personal Budget is an amount of money identified by the local authority (LA) to deliver some or all the provision set out in an Education, Health and Care (EHC) plan.

The LA would usually calculate the approximate cost of making the provision set out in Section F of an EHC Plan (within GCC, known as the indicative funding band) and would allocate this funding to the child or young person’s education setting. This would then allow the setting to ensure that the provision detailed in an EHC Plan is made to work towards the outcome detailed in Section E of the plan. However, it is possible for the LA to consider making a payment to the parent, the young person, or another nominated person, so that provision (in full, or in part) can be organised by the parent/carer or young person themselves.  This can allow the parent or young person to be more involved in agreeing the provision.
In Gloucestershire we want to see children and young people with SEND achieve their potential.  We are committed to personalisation and child-centred working and a personal budget forms part of this.

  The policy revisions include:
a)    Ensuring that the policy is up to date with relevant legislation
b)    Providing more specificity throughout the policy
c)    Providing signposting to third-party organisations.  Previous Policy referred to this option but did not provide signposting.
