SEND and Alternative Provision Change Programme (DfE)

Gloucestershire is working with the Department for Education, to test key proposals set out in the government’s SEND and Alternative Provision Improvement Plan published in March 2023.

Gloucestershire County Council (GCC) and Gloucestershire Integrated Care Board (GICB), in partnership with Swindon Borough Council, Gloucestershire Parent Carer Forum and Swindon SEND Family Voice make up the South West Change Programme Partnership (CPP)

There are nine regional partnerships who will be working with the Department for Education to test the key proposed reforms set out in the government’s SEND and Alternative Provision Improvement Plan published in March 2023. This is a programme running over 2 years with different testing focuses undertaken at different times.

The partnership will be testing a range of proposed reform areas, including a review of the format of the Education Health Care Plan template, how we provide advice and guidance about schools to parents and carers which may be suitable for a child’s needs and some changes to how we are developing a Local Area Inclusion plan.

This testing will enable us to learn and give feedback to the Department of Education to inform National policy of the future.

If any elements of the reform testing may mean a change for you or your child, we will discuss this with you before making any changes and ensure you are fully informed about what this will mean for you. . We want to reassure you that all elements of the EHC plan will remain the same in the proposed DfE template and all the legal requirements also remain the same. The only change is the document template itself that the information is being added to.

We will provide you with regular updates through this Families in Partnership newsletter, via regular meetings and updates with the Parent Carer Forum and through information shared with schools.
