DfE SEND & AP Change Partnership Programme

Gloucestershire County Council provide an update on the Department for Education’s (DfE) Change Partnership Programme.

Gloucestershire County Council are progressing well with the Department for Education’s (DfE) Change Partnership Programme (CPP) with support from Reaching Excellence and Ambition for all Children (REACh) (ncb.org.uk)  

The programme aims to demonstrate whether proposed system reforms will collectively drive the much-needed improvements in outcomes and experiences for children and young people with SEND or in AP and their families.

Throughout this programme we are working closely with parents, carers and young people to increase awareness of the programme and provide opportunities to feedback which gets shared with the DfE.  

Progress at a glance:

The reforms have been rolled out in a phased approach, since the CPP programme was launched.  Overall, testing has progressed well and a short update against each of the reforms is provided below.

Launch of ELSEC programme and testing Autumn 2024

 

GCC will be continuing with testing the reforms as part of the Change partnership Programme and will update Families in Partnership in the coming months with further progress. 

Sharing Your Voice

The DfE have commissioned ICF Consulting as the evaluators of the SEND and AP Change programme. Part of their role is to involve service users both in evaluation design, data collection and testing of findings to ensure they reflect parent/carer views.

 To do this ICF are setting up a Family Panel.  Participation is voluntary and unpaid, but as a thank you, for each meeting you participate in you’ll receive a ÂŁ10 shopping voucher (so up to ÂŁ10 x 3 for attending all meetings).

Every member of the Panel must be five things:

  1. At least 16 years old.
  2. A parent/carer of a child or young person with SEND who has experienced AP or support for SEND in the last three years OR a young person with SEND who has experience of AP or support for SEND in the last three years.
  3. Be able to participate in three online meetings which will take place between September 2024 and September 2025. Each meeting will last between 60 and 90 minutes.
  4. Live in England.
  5. Be willing to provide feedback, during the project.

Your feedback will be instrumental in helping the Department for Education (DfE) and REACh to make continuous improvements to the Change Programme and to support the ongoing implementation of the SEND and AP Improvement Plan.
