Introducing Gloucestershire’s Early Help Strategy and Updated Levels of Support for Children and Families

We’re pleased to share some important updates that will help improve how children, young people, and families are supported across Gloucestershire.

🌱 Early Help Strategy

Our new Early Help Strategy has been developed in partnership with professionals and services across the county. It works alongside the One Plan for Gloucestershire and sets out how we aim to support families early — before challenges become more serious.

Recent changes in national policy, including the Children’s Wellbeing and Schools Bill, are reshaping how children’s services work across England and Wales. This strategy is Gloucestershire’s first step in responding to these changes, and it will continue to evolve as we work together through the Families First Partnership Programme.

Rather than telling services exactly what to do, the strategy provides a shared set of principles and a framework to guide how we all work together. The goal is simple: to make sure children and young people get the right help, at the right time.

We believe that working in partnership — with families, professionals, and services — is key to making this happen.

Oversight of the strategy will be led by the Children’s Wellbeing Coalition, which reports to the Health and Wellbeing Board and can be viewed here


📘 Updated Guidance: Levels of Support

We’ve also updated our Levels of Intervention Guidance, which helps professionals decide what kind of support a child or young person might need based on their individual circumstances.

This guidance is designed to:

  • Help professionals take action confidently and appropriately
  • Provide examples of concerns and the right steps to take
  • Signpost to further support and resources

It’s part of our commitment to making sure children and young people are safe, supported, and able to thrive. Primarily that additional needs are identified as early as possible. Our Levels of Intervention can be viewed here

As a parent or carer, this means:

  • You can expect services to work together more effectively to support your child
  • Professionals will use a shared approach to assess needs and offer help
  • You’ll be part of the conversation about what support is right for your family

The guidance is available on the Gloucestershire Safeguarding Children Partnership (GSCP) website and will be regularly updated to reflect changes in practice and legislation.
