Overview of level one

Children or young person (CYP) with no identified additional needs or needs that can be met by universal services.

Good practice

Practitioners should always seek to monitor CYP progress / assess needs informally to identify emerging concerns at the earliest opportunity and then discuss their concerns with the child’s family (and if appropriate, directly with the young person) to let them know what has been identified and how you are trying to help. Your Privacy Notices will allow you to share information, but consent will be required for support to be provided by other agencies. Families may also be able to explain, assist or resolve the issues themselves.


What you will need to do to support the child / young person and their family

  • If your agency / you as a practitioner can meet the child’s needs, follow your own procedures for support, delivery and review, this may include developing/ contributing to an existing My Plan
  • If your agency / you as a practitioner are unable to meet the child’s needs consult with the appropriate agency that could meet the need and where appropriate make a referral with the knowledge and consent of the family​
