Education Inclusion Service (EIS)

Level one

  • Outcome Coordinators (OC's) can provide advice on Graduated Pathway processes within school drop-in sessions.
  • Locality Leads (LL's) working with schools on their wider 'universal' inclusive practice, will provide advice on utilising the Graduated Pathway.
  • Exclusion training for governors also includes raising awareness of the Graduated Pathway.

Level two

  • Inclusion Officers (IO's) advise schools (either as allocated IO or through general helpline) where use of GP may be appropriate in individual cases.
  • OC's/ LL's: working with (case-holding) individual CYP will advise and support on the Graduated Pathway. This includes:
  • Arranging and / or attending Team Around the Family (TAF) meetings * Supporting the development of My Plan/ My Plan+.
    - Helping schools to get right professionals involved to support the development and delivery of holistic plans.
    - LL's advise schools on inclusive whole school approaches to supporting CYP identified at L2 as having 'Additional' needs.
    - Multi-Agency Safeguarding Hub (MASH) Education team signpost settings / practitioners to EIS and Elective Home Education officers as appropriate when enquiries inform a Level 2 response is required.

Level three

As with level two support plus in addition:

  • IO's: undertake Team Around the Locality Cluster (TALC) triage to support Children/ Young People and Families who are destined to receive support from the Multi-agency Forum.
  • OC's support schools with accessing TALC where appropriate criteria are met.
  • OCs predominately take the role of TALC champion, ensuring that the Graduated Pathway is utilised to it's full potential.
  • LL's: chair TALC operation group meetings where holistic needs are discussed by multi-agency partners and schools and which informs content that populates a My Assessment for the Child/ Young Person/ Family.
  • MASH Education team liaise with settings and offer advice and guidance about how the Graduated Pathway and it's framework or direct tools (Team Around the Family Meetings, My Plan/ My Assessment) and use of Child Exploitation and Neglect toolkits can support.
  • MASH Education are also available for advice and support for Social Workers regarding how educational needs can be supported through the use of the Graduated Pathway.

Level four

As with level two and three, support plus in addition:

  • OC's & LL's attend Intervention Circle and support school with taking actions forward from this multi-agency forum in line with Graduated Pathway plans.
  • MASH Education team support social workers / teams and strategy meetings to contribute educational expertise
