The full Council has responsibility for making decisions in respect of each of the functions that are set out in Table 3.1.

Approving or adopting or making material change to the Policy Framework and the budget. |

Making decisions about any matter in the discharge of a Cabinet function, which is covered by the Policy Framework or the budget where the Cabinet is minded to make it in a manner, which would be contrary to, or not wholly in accordance with, the Policy Framework or the budget. |

Appointing and removing the Leader. |

Appointing the Chairs and Vice-chairs of the Scrutiny Committees. |
| (f) |
Determining and amending the terms of reference of committees established by the full Council, determining their composition and making appointments to them. |

Appointing representatives to outside bodies unless the appointment is a Cabinet function or has been delegated by the full Council to another Council body or an Officer. |
| (h) |
Adopting a Members’ Allowances Scheme under Article 2. |
| (i) |
Changing the name of the area. |
| (j) |
Conferring the title of Honorary Alderman. |
| (k) |
Confirming the appointment of the Head of Paid Service. |
| (l) |
Approving the dismissal of the Head of Paid Service, the Monitoring Officer or the Chief Finance Officer |

Arranging for the exercise of those local choice functions set out in Section 2 of this part of the Constitution, which the full Council decides should be undertaken by itself rather than the Cabinet. |

Making, amending, revoking or re-enacting or adopting byelaws and promoting or opposing the making of local legislation or personal Bills in Parliament. |
| (o) |
Making the decision described in Article 12.02 of this Constitution on joint arrangements. |
| (p) |
All other matters, which by law, must be reserved to full Council. |
