6 - Reimbursing expenses for non-elected representatives

Non-elected representatives who are co-opted onto Council committees may claim travel subsistence and carers’ allowances in the same way as elected members of the County Council. This includes but is not restricted to members of the Independent Remuneration Panel (IRP), the Gloucestershire Police and Crime Panel and Independent Persons (Standards).

In light of the time commitment required of the members of the IRP, as of June 2023, the following payments will be made on an annual basis:

• Chair of the IRP - £1,060
• Members of the IRP - £404

For subsequent years, the allowances will be index-linked to the employee pay award as negotiated nationally through the National Joint Council for Local Government Services (‘Green Book’) conditions of service (for employees attached to Grades 1- 11), and automatically increased accordingly.
