Media note: Update on parking zone 15 - Cheltenham

We would like to sincerely apologise to residents living in the parking zone 15 in Cheltenham for the delays and problems with implementing the new parking scheme. We are grateful to all residents for highlighting the issues and for their patience while we resolve them.

By 1 December 2023 all outstanding issues will be resolved across the entire zone and warning notices will be issued. From 15 December we will be enforcing the entire scheme by issuing penalty fines. Please note, the 10 roads that were in the old parking zone have and will continue enforcement as normal.*

To compensate for the delay in enforcing the expanded area, will be extending all annual permits purchased before December 2023 to expire in December 2024, including those on roads that have already begun enforcement or were previously in the old parking zone. This will happen automatically on residents’ accounts. If you purchased a pay monthly permit, you will also be credited for those months purchased before December 2023. Any visitor vouchers used up to December 2023 will also be recredited to individuals.

Anyone receiving warning notices with a specific future enforcement date can be reassured that these can be disregarded as the new date of 15 December will be universally applied to all roads not currently being enforced. Four of the new roads have already had enforcement, but this will now cease until the rest of the scheme goes live on December 15 to ensure consistency. If you have received a PCN for parking on these four roads,** you can appeal it or if you have already paid the fine, please contact our team who will refund you. Please note, fines issued for parking on double yellow lines will not be refunded.

We have also heard residents and business’ frustrations regarding the number of visitor and business permits available and we will be reviewing our policy on both the 50-visitor permit cap for households and the 2 permits per business cap. We will also amend the wording on our visitor vouchers (to become day permits) and business permits to clarify that these can be used by any user to park all day. 

Furthermore, we will not be enforcing the entire Zone 15 from December 24, 2023, to January 1, 2024 inclusive. We hope that this will alleviate some residents’ concerns about visitors over the festive season.

We remain confident that once this scheme is up and running it will make the lives of residents much easier, by helping them find parking close to home and ensuring parking is not displaced neighbouring streets. However, we are committed to reviewing the scheme in autumn next year.
