Works to begin on A38/A4019 junction improvements at Coombe Hill
Initial preparation includes site clearance ahead of the main construction phase, which will start in June 2025 and last for approximately 12 months.
The scheme is essential for the junction to accommodate future traffic volumes, due to anticipated development in the area and the proposed M5 Junction 10 Improvements Scheme.
The planned works will include widening of the A38 and A4019 to provide longer turning lanes, installation of new traffic signals, renewal of the existing drainage infrastructure, enhanced pedestrian and cycle facilities and landscaping works to achieve a positive biodiversity net gain.
Traffic management is needed during construction to ensure the safety of road users and contractors. These include:
· Four-way temporary traffic lights (estimated for two weeks): Initially, Coombe Hill junction will operate under four-way traffic control to allow the construction of a temporary roundabout. The temporary roundabout will minimise the need for temporary traffic lights and support free-flowing traffic throughout construction. During this period, full closures may occur at night. Prior notice will be given to help plan journeys.
· Closure of the A4019 (estimated for sixteen weeks): To safely deliver improved highway drainage and utility works, the A4019 from Coombe Hill junction to Knightsbridge Business Park will be fully closed. The A38 will remain open. Access will be available for affected homeowners during this period. Alternative routes or signed diversions should be followed for access to the A38 and surrounding homes. Whilst the A4019 will be closed to facilitate the works, it means that free flowing traffic can remain on the A38 and The Wharf.
The upgrade to the A38/A4019 junction at Coombe Hill was included as part of the package of improvements proposed for the M5 Junction 10 Improvements Scheme, which successfully gained £249M of funding in 2020 from UK Government's Housing Infrastructure Fund (HIF), administered by Homes England. The A38/A4019 junction improvements at Coombe Hill will be funded through the successful bid to the HIF.
Cllr David Gray, Cabinet Member for Environment and Planning, said: “It’s great to see work beginning on this vital scheme. We appreciate this will cause inconvenience to many road users. However, these works are essential to make the road less congested long term, to enhance cycling and walking and to reduce the risk of flooding. We have considered all options carefully and are working closely with local residents and businesses to ensure they are informed and that disruption is kept to a minimum.”
