Plan to shape the future of Gloucestershire Fire and Rescue Service set to be approved

Gloucestershire County Council’s Cabinet is set to approve a plan that will shape the future of Gloucestershire Fire and Rescue Service (GFRS).

At its meeting on Wednesday, 22 April, Cabinet will discuss GRFS’s Community Risk Management Plan (CRMP) for 2026-2030.

These plans are a legal requirement of all Fire and Rescue Services across the country and establish how resources will be allocated and the plans put in place to mitigate identified community risks effectively. 

The CRMP, as well as outlining the highest risks in Gloucestershire and how GFRS will measure its performance, lists five aims to work towards in the four years to 2030. These are:

  • Create a highly skilled and inclusive values-driven workforce by putting people first
  • Modernise the rural response model and ensure it is fit for the future
  • Adapt skills and assets to meet evolving risks, demands and legislation
  • Become a greener and more efficient service, and make a difference in its communities
  • Achieve outstanding assessments and be a partner of choice

The CRMP was informed by a public consultation in the winter of 2025. This was run from 24 December 2025 to 8 February 2026, ensuring transparency by asking the public to feedback on a draft of the plan.

“The Community Risk Management Plan will guide the work that Gloucestershire Fire and Rescue Service will undertake over the next four years. It underlines our commitment to prevention, partnership working and delivering the very best service for the county.”
