Making the difference that matters - Gloucestershire’s Annual Report for Adult Social Care 2025-26
Our annual report, "Making the difference that matters", looks back at the progress we've made over the past year, the support provided to residents and carers, how we're improving services, and the priorities that will shape our work in the years ahead. It provides an overview of how we're helping people live safe, independent and fulfilling lives, with the right support at the right time.
The report showcases the wide range of care and support provided across Gloucestershire, helping people remain independent, recover after illness, stay connected to their communities, and access support when they need it. It also provides an update on council performance, feedback from people who draw on care and support, how funding is used, and priorities for the future.
At the heart of Gloucestershire's approach is a commitment to helping people live fulfilling lives, with the right support at the right time. Over the past year, this has included improving access to support, strengthening safeguarding, investing in prevention, and enhancing support for unpaid carers.
The report also celebrates the contribution of unpaid carers, Adult Social Care staff, community and voluntary organisations, care providers and NHS partners, who help people stay well, maintain their independence and live safely in their communities.
Looking ahead, the council's Adult Social Care priorities include:
- Helping people access support sooner
- Strengthening prevention and independence
- Making services easier to understand and navigate
- Improving support for unpaid carers
- Working more closely with people who have lived experience
- Making better use of digital tools to improve services.
Cllr Dr Kate Usmar, Cabinet Member for Adults' Support and Independence at Gloucestershire County Council, said:
“Adult Social Care plays an important role in helping people stay independent, safe and connected to their communities. This report highlights the work taking place every day across Gloucestershire to support people and carers, and the progress we've made to improve services over the past year.
"While we're proud of that progress, we know there is more to do. Our focus remains on helping people get support sooner, strengthening prevention and ensuring people can access the right support, at the right time, in the right way."
