County council’s new supported lodgings service receives Ofsted registration

Gloucestershire County Council is looking for hosts for its new supported lodgings service after receiving Ofsted registration.

The council is celebrating a major milestone after Launch Pad, its supported lodgings service, was officially registered by Ofsted. The registration means the service is now open and actively seeking local people with a spare room able to help support young people as they transition into adulthood. 

Launch Pad provides supported lodgings for young people aged 16 to 18 in or leaving care who may not yet be ready to live independently. By offering a room within a family home, hosts help young people build confidence, independence and vital life skills in a safe and supportive environment. 

Supported lodgings are widely recognised as a positive and stable alternative to independent living for young people who need some extra help. Demand for this type of accommodation is increasing across Gloucestershire, particularly for care leavers and unaccompanied young people seeking asylum, making the need for new hosts more urgent than ever. 

Ofsted has highlighted the importance of well‑regulated supported accommodation where young people feel safe and supported to develop emotional resilience, practical skills and independence. Launch Pad responds directly to this need, offering placements that typically last between six months and two years. 

Hosts provide more than just a room. They offer day‑to‑day guidance, such as help with cooking, budgeting and accessing education, employment or training, while encouraging young people to take increasing responsibility for their own lives. Unlike fostering, supported lodgings do not involve parental responsibility and offer flexibility for hosts who want to make a difference without a long‑term commitment. 

Cllr Ben Evans, cabinet member for safeguarding and care at Gloucestershire County Council, said: “Securing Ofsted registration is a significant achievement for our new Launch Pad service. Many young people aged 16 or 17 are not ready to live independently, but may not be suited to foster care.  

“Supported lodgings provide the right balance of independence and support, and we are now inviting people across Gloucestershire to consider becoming hosts.” 

People from all backgrounds are encouraged to apply, including single adults or couples, homeowners or tenants with their landlord’s permission. Hosts receive training, ongoing support from the Launch Pad team and access to advice around the clock.
