One Plan is delivering results for children, young people and families across Gloucestershire
Since its launch in 2024, the One Plan has brought together council partners, health, education, police, the Office of the Police and Crime Commissioner, and the Voluntary Community and Faith Sector to tackle inequalities, provide support and create more opportunities for children and young people to thrive.
The One Plan is built around three pillars, these are 'Starting Well', 'Growing Well', and 'Being Well', ensuring children and young people are supported from birth to 25.
The ‘Starting Well’ pillar of the One Plan has been strengthened in Gloucestershire through the development of the Best Start in Life local strategy. This is focused on giving children the best possible start in their earliest years. It has included the launch of a Best Start Family Hub pilot at Barton Gate Children's Centre in Gloucester, bringing together services to support families in one place.
Local partnership working has been strengthened across Gloucestershire, with district steering groups now established across the county. Partnership groups are using local data to tackle issues including school attendance, inclusion, wellbeing and educational attainment. Multi-agency work on online safety has also resulted in a comprehensive action plan developed by schools, police, libraries, voluntary organisations and council services.
Children and young people are playing a greater role in shaping local decisions, while work continues to improve access to mental health support and wellbeing services. The travel bursary scheme was established in response to what children and young people told the council. It has helped remove transport barriers for young people accessing education, employment, training and vital appointments. More than 1,250 young people received an initial bursary and a further 414 received additional support, allowing them access opportunities across the county.
Cllr Ben Evans, Cabinet member for Children's Safeguarding and Care at Gloucestershire County Council, said: "Since launching the One Plan, we have seen organisations across Gloucestershire come together around a shared ambition to improve the lives of children and young people. Having such a clear plan and shared ambitions has also helped us attract additional funding which we are using to deliver more benefits for our communities.
"While there is still more to do, the progress made so far shows what can be achieved when partners work together. Whether it's giving children the best possible start in life, helping more young people succeed in education, or removing barriers to opportunity, the One Plan is making a real difference in communities across Gloucestershire."
