Adult Social Care Improvement

Sarah Scott
"We’re making big changes to improve adult social care in Gloucestershire.

"Our goal is simple: 'We make the difference that matters.’

"We want to help people live well, stay independent, and feel supported. This means working differently, listening more, and using data and feedback to guide our decisions."

Sarah Scott, Executive Director of Adult Social Care, Wellbeing and Communities

Why change?

Following the Care Quality Commission (CQC) report published in January 2025, which rated our services as “Requires Improvement,” we are accelerating efforts to address key areas such as:

  • Assessments and care planning
  • Financial assessments
  • Support for unpaid carers
  • Market provision and care availability
  • Safeguarding
  • Use of data

CQC has called for faster progress, and we are responding with honesty, urgency, and a clear plan. Much of our improvement effort is driven by our staff and people with lived experience – your insights, your support and your connections to the people we serve – we will regularly be asking ourselves:

  • What difference are we making?
  • How do we know?
  • How could we improve to make a greater difference?

Together, we are building a resilient future, enabling people to thrive and live fulfilling lives, making the difference that matters to them.
