Theme 3 - How we keep people safe

We’re improving how we protect people from harm by making safeguarding more personal, learning from past cases, and using data more effectively. This helps us respond earlier, act faster, and make better decisions to keep people safe.

 What this means for people:

  • People are better protected from harm through quicker, more personalised safeguarding responses.
  • We’re learning from past experiences to improve how we prevent and respond to abuse or neglect.
  • Data helps us spot risks earlier and take action sooner, identifying trends and themes for improvement.
  • Everyone involved in safeguarding is working together to keep people safe and uphold their rights.

We’re reducing delays in assessments for people who can’t make decisions for themselves and improving how we protect their rights. This supports our legal responsibilities and reflects our commitment to person-centred, timely support that upholds people’s dignity and freedom.

We’re also strengthening how we manage Deprivation of Liberty Safeguards (DoLS) to ensure people are only restricted when absolutely necessary—and always in their best interests.

What this means for people:

  • People who lack capacity are assessed more quickly and fairly.
  • Their rights are better protected through timely, lawful decisions.
  • Families and carers have more confidence in the safeguards in place.
  • Support is more person-centred, respectful, and focused on individual needs.
